Can Umut ÇİNER (BA, PhD, Ankara University) researches administrative science. His research explores how administration works, how it is structured, and how it shapes policy and is shaped by politics. His publications include two co-authored books – Metropolitan Administration (2009) and Boundaries of the Municipalities (2013), both published by the Public Administration Institute for Turkey and the Middle East – as well as articles in a wide variety of journals, including the International Journal of Public Administration, La Revue Administrative (The Administrative Review), and Amme İdaresi Dergisi (Public Administration Journal).

Dr. Çiner’s current research focuses on imperialism, especially colonial administration. The Galatasaray Education Foundation awarded him the Dr. Besim Üstünel Research Award for his classical article, “Training of Public Administrators: From Colonialism to Cooperation: A Different Outlook on the Practice of National Administration School Experience”.

He is an Associate Professor in Ankara University’s Faculty of Political Sciences and also a part-time professor at Middle East Technical University. He was a visiting fellow at the College of Europe (2005-2006), Paris 1 Panthéon-Sorbonne University (2007-2009), Lyon 3 Jean Moulin University (2004), and the University of California Berkeley (2013, 2017-2018). Dr. Çiner teaches administrative science, public administration discipline, public policy analysis, and Turkish public administration.
